NHL Rule Changes for 07/08

There's an article here over on sportsnet.ca listing some of the changes in the rules for the 07/08 NHL season.
None of the changes seem especially major, but a couple of the main ones are penalty shots can now be awarded when a player breaking away with the puck is fouled outside his blue-line rather than from the center line, and face offs now have to start from one of the face off dots, and not in between.
The blue line foul rule sounds interesting, and could potentially lead to us seeing a few more of those must see moments that we all long for in hockey games - penalty shots can be great game highlights, but not when we're on the receiving end of the penalty shot of course!
Sportsnet notes that the face off change will speed up the game, but the casual way the linesmen seem to restart play means I can't see this having that much effect.
