Who is the Worst Commissioner in Professional Sports?

With the referee betting scandal in basketball, the Michael Vick dog-fighting incident in football, the steroids issue in baseball, and well, the NHL is the NHL, you have got to figure the current commissioners of each respective sport is doing something wrong. So I thought -- who is the worst commissioner of all-time? Below are all past and present commissioners of the 4 American professional sports. Rate them so we can see who is officially the worst!

Disagree...for all is faults, he brought the sport from low level arenas in medium sized towns to giants shows at the MSG and well known personalities and "movie stars." He's done more, at a very large cost to people, with his "sport" than almost any other sports front office leader...

Agree to disagree. This turd actively encourages his performers to "do whatever it takes" (wink, wink) to bulk up in order to put on a good show. And these so-called storylines are beyond being pathetic and offensive.
