Yeah, because pitchers can't control hit rates on balls in play, while hitters can (to some degree). Oddly enough, though, the 3TO started as a tribute to hitters like Dunn, who were consistently underrated before the sabermetric revolution because their batting averages suck and they K all the time. But with DIPS theory emerging, it turns out the 3TO are even more relevant to pitchers because they're the only things that are defense-independent.
