USC Showcasing Need for College Football Reform

USC remains a solid number three in this week's BCS Standings. No worries for them, though because the two teams ahead of them (Ohio State and Michigan for those not paying attention) put their seasons on the line the last week of every year and play each other.
I'm not a big fan of the BCS, but I also don't think a playoffs system in college football will remove much argument over who should play for the national championship, but USC is proving once again that something needs the NCAA has some work to do with their football program.
What frustrates me about USC is that they are in number three at 6-0 while Ohio State and Michigan are playing full schedules and not taking any weeks off. A lot of people are giving West Virginia flack for not having much strength of schedules (which can be somewhat blamed on the majority of the rest of the Big East sucking), but it's harder to play any team than take a week off here and there throughout the season. (Although West Virginia had one bye week as well.)
The problem is that there are too many factors for the NCAA control. Athletic directors decide who their teams will play and how many game to put the team through. Conferences decide who will be left in or left out. Most schools' talent levels vary from year to year.
Maybe the answer lies in having every school leave one week open every year for the NCAA to schedule a game for them. This may hurt schools like Ohio State who have already taken the initiative to schedule at least one competitive non-conference game a year (pending the restoration of the U of Miami program). The least they could do is require everyone to play the same number of games.
Who knows if the NCAA will ever figure things out, but it would be nice if they did. It nothing else it would put an end to random rants like this one by fans who are so annoyed and frustrated they don't know what else to do.
