Titans pick up QB Kerry Collins, for some reason

According to SportsIllustrated.com, the Tennessee Titans have picked up QB Kerry Collins, who was released by Oakland in the offseason. Profootballtalk.com reports that the deal is worth $1.2 million for one year. My question is, why would the Titans make this move? They already have Billy Volek and Vince Young at QB. My only answer is that they are shopping one of Volek and Young, and seeing as they selected Young 3rd overall, this player is probably Volek.
So who would be in the market for a veteran backup/starter? A few teams come to mind. First, the Cleveland Browns. The Browns' current starting QB is last year's fourth-round pick, Charlie Frye, and there is little depth behind him. At worst, Volek would provide better depth at the position. Second, the Houston Texans. Tennessee's AFC South rivals appear to be having some QB trouble with QB David Carr, who is not playing as well as expected. Perhaps they would trade for Volek to help inspire/bench Carr. Third, the New York Giants, who have very little depth behind starter Eli Manning and could use some help at the position. The fourth and final candidate (and my personal favorite) is the New York Jets, who continue to be unable to select which of the four QBs on their roster will start. My solution: bring in Billy Volek and start him instead of Pennington, Clemens, Bollinger or Ramsey.
UPDATE: After the Chargers released QB A.J. Feeley, they have now become an extremely viable candidate for trading for Billy Volek, as their only depth behind Philip Rivers is composed of Charlie Whitehurst and Brett Elliot. So good luck with that, San Diego.
