Shorty Barr (Wallace C. Barr) was born on November 30, 1897 in Milwaukee, Wisconsin. After going to high school at South Division (Milwaukee, WI), Barr attended the University of Wisconsin. Barr made his professional debut in the NFL in 1923 with the Racine Legion. He played for the Racine Legion, Racine Tornadoes and Milwaukee Badgers over the course of his 4 year career.
