Roy Williams Suspended one game for horsecollar tackle

The Dallas Cowboys safety Roy Williams has been suspended for 1 game for making his third horse collar tackle of the season. He was flagged in this weeks loss to the Eagles when he pulled Donovan Mcnabb down from behind. The horse collar tackle was not in the rule book until recently and the main reason it was put in was Roy Williams hit on Terrell Owens that forced him to miss half of a season when playing with the Philadelphia Eagles.
Roy Williams will appeal the suspension, this doesnt make sense to me, he obviously horsecollared, how could he get the suspension overturned? According to NFL.com Akin Ayodele was asked about Roy Williams suspension and he said "I don't think it was fair, it's a dumb rule." My question to Ayodele is how is the horse collar a dumb rule? It is one of the most dangerous ways to tackle in football and has the potential to cause a ton of injuries, the league needs to protect its players and the only way to do that is to penalize players for bush league plays like this.
