Pacman Jones Can't Count

According to ESPN, Adam Jones said that he'd only been arrested twice. Although police reports obviously make it an incorrect statement, Jones thinks otherwise to his 6 arrests. Is this dude retarded that he can't count to 6? If I were the Titans, I'd strongly consider releasing him. As for Pacman, he shouldn't be in the NFL. If he'll continue this string, he will suffer the consequences. To me, if I were commish, here's what I'd do as far as arrests. All offenses must be felonies, and suspensions come on convictions.
1st offense: 8 game suspension.
2nd offense: 1 year.
3rd offense: Banned from the NFL. Also contact the CFL and not allow any team to sign them.
Before Pacman continues to babble like an idiot, should the Titans just get rid of him?
