well i mean maybe, but in belichick's defense, Cassel has started 15 games since high school, and they were all with Randy Moss and Wes Welker as wideouts. There's still a big question mark as to whether or not Cassel will actually be successful (I'm guessing he will be, but still). Cutler's a bit more of a proven commodity, and the Bears are A) desperate and B) had to outbid Daniel Snyder (which is a very difficult task).

The Pats also had to do the deal fast in order to re-sign key free agents.

There are people here who think Belichick could've gotten more but didn't, and this will only stoke those flames of ignorance.

I mean, he probably could have, but like you said, he wanted to get the deal done asap, and when KC offered him what he though was close to what he thought he could get, he took it. The bears drastically overpaid for cutler (2 first rounders, a 3rd rounder, and orton?), but so is life in the NFL so long as Daniel Snyder is an owner...
