Joe Devlin (Joseph Devlin) was born on February 23, 1954 in Phoenixville, Pennsylvania. After going to high school at Great Valley (Frazer, PA), Devlin attended the University of Iowa. Devlin made his professional debut in the NFL in 1976 with the Buffalo Bills. He played for the Buffalo Bills for his entire 13 year career.
