what is a peripheral era?

Peripheral ERA is a pitcher's ERA as estimated from his peripheral statistics (hits allowed/9 innings, HR allowed/9 inn., walks/9 inn., strikeouts/9 innings). It is the ERA you would expect a pitcher to have given his park-adjusted hits, walks, strikeouts, and home runs allowed. It attempts to account for good (or bad) luck in the combinations of hits, walks, home runs, and strikeouts. Because it is not sensitive to the timing of batting events, PERA is less subject to luck than regular ERA, and is a better predictor of regular ERA going-forward than regular ERA itself. A lower PERA than regular ERA may indicate poor luck -- which may even itself out in the future, leading to a lower regular ERA despite no change in quality of pitching.
