Keith ran 13 times for 148 yards and caught two passes for 101 yards in his best outing of the season.
Saskatchewan (4-5) moved into third place in the West Division while the Tiger-Cats (2-8) remain last in the East. The teams complete their home-and-home series Saturday in Hamilton.
Saskatchewan totally dominated the first 25 minutes of the contest, running up a 24-0 lead while the Tiger-Cats managed only one first down on their first seven possessions.
Roughriders starting quarterback Marcus Crandell opened the scoring with a one-yard sneak that completed a 66-yard drive on Saskatchewan's first offensive series. Crandell left the game on Saskatchewan's next series with a dislocated left (non-throwing) elbow he incurred on incidental contact with Hamilton's DeVonte Peterson after a pass attempt.
With first-stringer Kerry Joseph resting a bruised knee, Rocky Butler took over at quarterback and Saskatchewan increased its lead to 10-0 on a 49-yard field goal by Luca Congi.
Butler threw two touchdown passes in the second quarter, a 43-yarder to Matt Dominguez and a short outlet toss that Keith turned into an 80-yard score.
Hamilton got on the board late in the second quarter on a safety touch and field goals of 47 and 33 yards by Jamie Boreham to reduce the Roughriders' lead to 24-8 by halftime.
Josh Ranek pulled Hamilton within nine points on a 12-yard run at 4:04 of the third quarter, but the Roughriders pulled away on a pair of touchdowns 63 seconds apart late in the period. Keith plunged in from a yard out at 13:17 and Eddie Davis rambled 36 yards to paydirt at 14:20 after Tiger-Cats quarterback Jason Maas fumbled to make the score 40-15 after three quarters.
Congi, who converted four of Saskatchewan's five majors, rounded out the scoring with 37-, 47-and 40-yard field goals in the fourth quarter. Congi has connected on 18 straight field goal attempts, matching the sixth-best streak in CFL history.
Boreham converted Hamilton's touchdown.
Kevin Eakin replaced Maas on Hamilton's subsequent possession but had little success. Maas completed 12 of 27 passes for 131 yards.
Eakin was 2-for-8 for 49 yards with one interception and Richie Williams was 8-for-11 for 60 yards in mop-up duty.
Butler completed 7 of 15 passes for 170 yards and two touchdowns and added 61 yards rushing on seven attempts.
Crandell went 4-for-6 for 49 yards.
