Frank Steen (Frank William Steen) was born on October 5, 1913 in Longview, Texas. After going to high school at Forest Avenue (Dallas, TX), Steen attended Rice University. Steen made his professional debut in the NFL in 1939 with the Green Bay Packers. He played for the Green Bay Packers for his entire 1 year career.
