Bob Phelan (Robert Richard Phelan) was born on June 20, 1898 in Charleston, Iowa. After going to high school at Fort Madison (IA), Phelan attended the University of Notre Dame. Phelan made his professional debut in the NFL in 1922 with the Toledo Maroons. He played for the Rock Island Independents and Toledo Maroons over the course of his 3 year career.
