Billy Rafter (William John Rafter) was born on October 7, 1895 in Troy, New York. After going to high school at St. Augustine's Academy (Troy, NY), Rafter attended Syracuse University. Rafter made his professional debut in the APFA in 1921 with the Syracuse Pros. He played in the APFA for 1 year, playing for the Syracuse Pros the entire time. Rafter also played in the NFL for 1 year, playing for the Rochester Jeffersons the entire time.
